Sugar Mafia Exposed: Fake production data fueled exports, spiking prices and revealing monitoring gaps.
New shocking details have emerged about how the sugar mafia exploited the system to make huge profits at the expense of the public. Official documents reveal that sugar mills (sugar mafia) provided false production data to the Sugar Advisory Board in order to gain permission for exporting sugar.
The Competition Commission of Pakistan exposed the scam in 2025, showing that the sugar crisis in the local market and the sudden rise in sugar prices were caused by misreporting from the mills. The Sugar Mills Association had claimed that sugar production had increased by 13 percent, but this figure later proved to be false.
Documents show that sugar mills estimated total production at 6.6 million metric tons, while the actual production was only 5.7 million metric tons. Based on this incorrect data by sugar mafia, mills were allowed to export sugar. Additionally, they delayed the export of 500,000 metric tons, creating an artificial shortage in the local market.

The Competition Commission reported that sugar prices rose 16 percent from January to March 2025. Between March and July, prices increased by 31 percent, and by October, sugar was 43 percent more expensive. Historical data also shows that sugar mills have raised prices multiple times, including during 2015–16 when imported sugar became 29 percent costlier for consumers.

Officials highlighted that the absence of a proper track-and-trace system forces the Sugarcane Commissioner to rely solely on the data provided by sugar mills. This lack of accurate monitoring has created a significant burden on both the public and the national treasury.
