Section 144 has been imposed in Lahore to prevent provocation and maintain peace during the Basant festival. The decision aims to ensure religious harmony and public safety.

Under the restrictions, kites with pictures of holy books, religious places, or any personalities are strictly banned. Kites carrying flags or images of any country or political party are also not allowed. The making, selling, buying, and flying of kites with religious or political designs is prohibited under Section 144.

During Festival in Lahore, only plain kites without any pictures are allowed. These kites can be single-colored or multi-colored. The Punjab government has allowed Basant as a recreational festival, but no violation of the law will be tolerated.

Under the Punjab Kite Flying Act 2025, the use of metal wire and nylon string is completely banned. Motorcyclists are required to use safety rods during Basant. The Home Department has also issued special security guidelines for the festival.

The administration and police have been directed to strictly enforce all rules and regulations. Vehicles entering and leaving the city will be thoroughly checked and scanned. Only legal kite-flying equipment will be allowed into the city, while banned items will be confiscated immediately.

A complete ban has been imposed on aerial firing and display of weapons. Strict legal action will be taken against violators. Law enforcement agencies and intelligence agencies have been instructed to remain in close coordination.

Rescue 1122 has been placed on full alert to deal with any emergency situation. Hospitals have also been directed to ensure the availability of doctors, medical staff, and medicines during Festival.
